{"id":2861,"date":"2019-08-30T20:50:05","date_gmt":"2019-08-30T20:50:05","guid":{"rendered":"https:\/\/crunchlearning.com\/website_ec2cbfb0\/?p=2861"},"modified":"2026-02-12T08:36:38","modified_gmt":"2026-02-12T08:36:38","slug":"fifteenth-amendment-of-the-united-states-constitution","status":"publish","type":"post","link":"https:\/\/crunchlearning.com\/website_ec2cbfb0\/fifteenth-amendment-of-the-united-states-constitution\/","title":{"rendered":"Fifteenth Amendment of the United States Constitution: A Detailed Summary"},"content":{"rendered":"\n<p>The Fifteenth Amendment of the United States Constitution is one of the most significant events in American history from the 19th century.\u00a0 It is especially important in relation to the <a href=\"https:\/\/crunchlearning.com\/website_ec2cbfb0\/slavery-in-the-united-states\/\" data-type=\"post\" data-id=\"2883\">history of\u00a0slavery in the United States<\/a>\u00a0and the events of the\u00a0<a href=\"https:\/\/crunchlearning.com\/website_ec2cbfb0\/category\/american-civil-war\/\" data-type=\"category\" data-id=\"30\">American Civil War<\/a>.\u00a0 This is because the Fifteenth Amendment protected the right to vote for people especially in relation to former slaves. It was ratified on February 3rd, 1870, just two years after the\u00a0<a href=\"https:\/\/crunchlearning.com\/website_ec2cbfb0\/fourteenth-amendment-of-the-united-states-constitution\/\" data-type=\"post\" data-id=\"2865\">Fourteenth Amendment<\/a>, which had dealt with citizenship rights and equal protection under the law for former slaves.\u00a0 In fact, the Fifteenth Amendment was significant in relation to the\u00a0<a href=\"https:\/\/crunchlearning.com\/website_ec2cbfb0\/thirteenth-amendment-of-the-united-states-constitution\/\" data-type=\"post\" data-id=\"2896\">Thirteenth Amendment<\/a> and the Fourteenth Amendment of the American Constitution.\u00a0 Together, the three amendments are often referred to as the \u2018<a href=\"https:\/\/crunchlearning.com\/website_ec2cbfb0\/reconstruction-amendments\/\" data-type=\"post\" data-id=\"2874\">Reconstruction Amendments<\/a>\u2019 since they dealt with issues resulting from the end of the American Civil War and the period of <a href=\"https:\/\/crunchlearning.com\/website_ec2cbfb0\/reconstruction-era\/\" data-type=\"post\" data-id=\"2129\">Reconstruction<\/a> in the United States.\u200b<\/p>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">PASSAGE OF THE FIFTEENTH AMENDMENT<\/h2>\n\n\n\n<p><a href=\"https:\/\/crunchlearning.com\/website_ec2cbfb0\/slavery-in-the-united-states\/\" data-type=\"post\" data-id=\"2883\">Slavery in the United States<\/a> existed from the period of\u00a0Colonial America\u00a0in the early 17th century until the events of the American Civil War, which lasted from 1861 until 1865.\u00a0 Following the end of the Civil War the practise of slavery and rights for former slaves became an issue.\u00a0 As such, on December 18th in 1865, the Thirteenth Amendment of the United States Constitution was adopted.\u00a0 The <a href=\"https:\/\/crunchlearning.com\/website_ec2cbfb0\/thirteenth-amendment-of-the-united-states-constitution\/\" data-type=\"post\" data-id=\"2896\">Thirteenth Amendment<\/a> formally abolished slavery in the United States.\u00a0 However, following the ban on slavery, there were still many issues facing former slaves.\u00a0 As such, legislators again visited the issue with the <a href=\"https:\/\/crunchlearning.com\/website_ec2cbfb0\/fourteenth-amendment-of-the-united-states-constitution\/\" data-type=\"post\" data-id=\"2865\">Fourteenth Amendment<\/a>.\u200b<\/p>\n\n\n\n<p>Many in the Southern states did not want to extend voting rights to the freed slaves.\u00a0 However, many in the Northern states feared that the Southern states would gain a political advantage in the House of Representatives.\u00a0 This is because representation in the House of Representatives is based upon population.\u00a0 As such, with freed slaves now counting towards the population, it meant an increase in political power for the South and the Democratic Party, which was most popular political party in the former slave states.\u00a0 As such, the Republican Party believed it necessary to promote rights for former slaves in order to help the Republican influence in the South.\u00a0 This situation eventually led to the passage of the <a href=\"https:\/\/crunchlearning.com\/website_ec2cbfb0\/civil-rights-act-of-1866\/\" data-type=\"post\" data-id=\"2850\">Civil Rights Act of 1866<\/a>.\u00a0 While, the Fourteenth Amendment and\u00a0Civil Rights Act of 1866\u00a0attempted to deal with this issue, many Republicans still felt it necessary to ban any limitations on voting rights. (1867)<\/figcaption><\/figure>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">TEXT OF THE FIFTEENTH AMENDMENT<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Section 1 &#8211; The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of race, color, or previous condition of servitude.\u200b<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Section 2 &#8211; The Congress shall have power to enforce this article by appropriate legislation.\u200b<\/li>\n<\/ul>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">IMPACTS OF THE FIFTEENTH AMENDMENT<\/h2>\n\n\n\n<p>The Fifteenth Amendment was the last of the three \u2018<a href=\"https:\/\/crunchlearning.com\/website_ec2cbfb0\/reconstruction-amendments\/\" data-type=\"post\" data-id=\"2874\">Reconstruction Amendments<\/a>\u2019 and finalized the lingering tensions of the earlier\u00a0American Civil War.\u00a0 Since the end of the Civil War in 1865, the issue of voting rights for African Americans was a hotly debated topic.\u00a0 As such, when the Fifteenth Amendment was passed in 1870 it was a widely celebrated piece of legislation, especially in black communities throughout the United States.\u00a0 The Fifteenth Amendment was a pivotal moment in American history as it extended the voting rights to millions of more people.\u200b<\/p>\n\n\n\n<p>With that said, the ability of African American people to vote was not necessarily the same in all parts of the country.\u00a0 For instance, some people criticized the Fifteenth Amendment because they believed it did not go far enough.\u00a0 More specifically, some states used different methods to try to prevent African Americans from voting in elections.\u00a0 Two such examples of these methods include: poll tax and literacy tests.\u00a0 A poll tax was a tax that each citizen had to pay.\u00a0 Some states, especially in the South, prevented people from voting if they had not paid the poll tax.\u00a0 As such, this prevented low-income people from voting, which included a large percentage of people in black communities.\u00a0 The second method, literacy tests, was a government exam to test a person\u2019s reading capability.\u00a0 This often had the effect of preventing people from voting who lacked an adequate education.\u00a0 Again, this often impacted mostly poor Americans, which included many in the black community.\u00a0 African Americans also struggled to cast their votes due to intimidation from the <a href=\"https:\/\/crunchlearning.com\/website_ec2cbfb0\/ku-klux-klan\/\" data-type=\"post\" data-id=\"2121\">Ku Klux Klan<\/a> and other white supremacist organizations.\u00a0 In fact, the methods used to prevent African Americans from voting became a significant part of the <a href=\"https:\/\/crunchlearning.com\/website_ec2cbfb0\/jim-crow-laws\/\" data-type=\"post\" data-id=\"2109\">Jim Crow Laws<\/a> throughout the Southern states.\u00a0 This issue continued well into the 1960s and the\u00a0<a href=\"https:\/\/crunchlearning.com\/website_ec2cbfb0\/category\/civil-rights-movement\/\" data-type=\"category\" data-id=\"29\">Civil Rights Movement<\/a>.\u200b<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/crunchlearning.com\/website_ec2cbfb0\/wp-content\/uploads\/2026\/02\/Civil-Rights-Movement-1024x576.jpg\" alt=\"Civil Rights Movement\" class=\"wp-image-5101\" srcset=\"https:\/\/crunchlearning.com\/website_ec2cbfb0\/wp-content\/uploads\/2026\/02\/Civil-Rights-Movement-1024x576.jpg 1024w, https:\/\/crunchlearning.com\/website_ec2cbfb0\/wp-content\/uploads\/2026\/02\/Civil-Rights-Movement-300x169.jpg 300w, https:\/\/crunchlearning.com\/website_ec2cbfb0\/wp-content\/uploads\/2026\/02\/Civil-Rights-Movement-768x432.jpg 768w, https:\/\/crunchlearning.com\/website_ec2cbfb0\/wp-content\/uploads\/2026\/02\/Civil-Rights-Movement.jpg 1280w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\">Photograph of leaders of the Civil Rights &#8216;March on Washington&#8217;, D.C.
